1850 steering leak

1850 steering leak

I have an Oliver 1850 with a hydraulic leak in the bowl around the steering column. This tractor is a restoration project and before I took it apart I did not have the problem. I put it all back together started it and with out even turning the wheel the fluid started filling up in the bowl until it would run over and down the dash. I have also noticed that my powersteering turns hard both directions and is not very responsive. I have installed all new hoses. My question is could it be the rubber o-ring under the snap ring in the bowl? If so do I need to pull the whole steering column? Or could it be something in the priority valve causing my issue? Thanks for any help.
