Rebuilding Oliver 550 PTO Clutch

I'm rebuilding the PTO clutch on a early 60's Oliver 550. I split the tractor and replaced the fiber and steel discs in the clutch. I have the clutch reassembled with the tractor still split, however, I cannot get the clutch to engage. The lever will not snap over center and lock into position.

I first noticed that the pressure plate would not contact the discs after adjusting the nut all the way in. Only 5 discs came out of the tractor, but to take up the space I added one more set of fiber and steel discs, but I still cannot get the pressure plate to make contact with the discs.

One thing that I have noticed after working with the PTO is that the lower shaft that the PTO clutch rides on moves when I move the PTO lever. Should this shaft move, or should the clutch slide down the shaft? Any help would be greatly appreciated.
