The photo is of a Cletrac 20 being used by the WPA (Works Progress Administration), a depression years program paralleling the Civilian Conservation Corps.
The boys (names unknown) are just coming through the stone arch of the pavilion they are constructing at Rocky Neck State Park in Connecticut.
Taken about 1936, that is the Atlantic ocean in the background of the arch....and yes, the pavilion is still there!
